The Parliament’s ongoing session is absurd to pass the Citizenship Amendment Bill as the gathering will conclude in the third week of this month, as per the sources.
The federal Parliament session will conclude in the third week of September. Parliamentary State Affairs and Good Governance Committee is however to finalize the bill. Even if the council finalises the bill at the ahead, it will then be sent to the House of Representatives for endorsement. From HoR, it will be sent to the National Assembly, which is a very lengthy method.
The bill was filed in the Parliament Secretariat on 22 August 2018, a year ago. But the council missed passing then bill even after three dozen conferences. The committee also created a nine-member sub-panel led by lawmaker Bijaya Subba on August 27 to grant the report following consent on matters such as provision on circulating naturalized citizenship to men and women married to Nepali citizens. But the sub-committee also deserted to come up with any resolution.
Chair of the committee Shashi Shrestha stated the committee had been reviewing the bill for a long time. “We are trying to finalize the bill as soon as possible,” he said.
According to the existing laws, a foreign woman can receive naturalized citizenship shortly after getting married to a Nepali man. But the lawmakers in the council have stated that a foreign woman can receive naturalized citizenship only following staying in Nepal for some years.
Main opposition lawmaker and board member Amresh Kumar Singh said that the aim of the Chair of the committee Shrestha was not positive from the origin.
Following the Subba led sub-committee declined to proceed with an agreement on the report, Parliament administrators have requested the government to come up with a definitive conclusion on the issue of naturalized citizenship.
